July 23, 2025 <br />NOTICE OF PLANNING BOARD MEETING <br />To Whom It May Concern: <br />This notice is to inform you of the August 6, 2025, Planning Board meeting, at which an <br />application to rezone +/-61.11 acres (PIN: 9749-42-2010) will be reviewed. The parcel's <br />primary address is 3531 NC Highway 54 W, Chapel Hill, within the Bingham Township. <br />This notification is occurring in accordance with the provisions of Section 2.8 Zoning Atlas <br />and Unified Development Ordinance Amendments of the Orange County Unified <br />Development Ordinance (UDO). You are receiving this notice because you own <br />property located within 1,000-feet of the parcels requested for rezoning. <br />YOUR PROPERTY IS NOT PROPOSED FOR REZONING. <br />Property Information <br />Parcel ID Numbers (PINs) 9749422010 <br />Owner Carolyn Rigsbee <br />Applicant Forestar Group, Inc. <br />Location 3531 NC Highway 54 W, Chapel Hill <br />Acreage +/- 61.11 acres <br />Current Zoning Rural Residential (R-1) <br />Proposed Zoning Residential Conditional District (R-CD) <br />Watershed Designation Haw River Unprotected <br />What is being proposed? <br />Forestar Group, Inc., as an authorized agent of Carolyn Rigsbee has initiated a Zoning <br />Atlas Amendment to allow for future residential development of the parcel. The applicant <br />is requesting a rezoning of the +/- 61.11 acre property to R-CD. The applicant has <br />provided a site-specific plan and conditions for the proposed single-family development. <br />What is this meeting for? <br />The Planning Board meeting is a required step for a Conditional Rezoning application. <br />The Planning Board meeting must take place before the project proceeds to the BOCC <br />for public hearing and decision. The Planning Board makes a recommendation to the <br />Board of County Commissioners (BOCC). The Planning Board must recommend one of <br />the following four actions at their meeting, 1) Approval, 2) Denial, 3) Approval, but with <br />specified changes, or 4) that the Planning Board be given extended time to consider the <br />matter. <br />102
