Current policy states that "The applicant must submit a general <br />land use concept plan." <br />Dowling comments that "a general land use plan takes time and money. It could be possible that <br />land is determined to be suitable for development, but a plan has yet to be worked out - either <br />due to time constraints or funding constraints." <br />Ad hoc committee response: Leave as is. The requirement is not expected to be <br />burdensome. An acceptable plan should take no more than one full day of a landscape <br />architect, engineer, or surveyor's time; more likely half that. <br />AHAB ACTION: Leave as is. <br />7. Re: Project Feasibility, B. Current policy states that "A non-binding, but professionally <br />competent project feasibility budget must be submitted using the following worksheet." <br />Dowling comments that "It would be ideal to be able to produce a budget for a project that you <br />hope to build one day in the future, but it could also be impossible to provide. Clearly a <br />development plan needs to be in place and lots of work needs to be done in order to provide even <br />a rough budget. The notion of simply purchasing a parcel of land (after performing due <br />diligence) for future planning would not be possible with this scoring criteria." <br />Ad hoc committee response: Leave as is. However, simplifying the worksheet to include <br />less expense items might be possible.
