13 <br />C. Design (15 points) <br />The design of the site plan and housing units with respect to accessibility, maintenance, <br />functionality and quality of appearance in terms of compatibility with that of neighboring <br />housing. <br />Building Design <br />Maximum Points <br />Scoring Criteria to be Awarded <br />1. The project exceeds the NC Housing Finance Agency Energy 3 <br />Efficiency Criteria (Attachment 4) <br />2. The project is accessible to needed services for the target 2 <br />population such as healthcare, schools or public transportation <br />3. The project provides for handicap accessibility and/or utilizes 3 <br />the principles of Universal Design in the building design. (See <br />Attachment 5 for further details). <br />4. Additional points may be awarded for meeting aspects 2 <br />associated with functionality and maintenance. (Details must be <br />Community Design <br />Maximum Points <br />Scoring Criteria to be Awarded <br />5. The project contributes to a mix of housing within an existing 2 <br />neighborhood <br />6. Additional points may be awarded for criteria associated with 3 <br />building appearance, quality of construction, compatibility with <br />surrounding housing, ability to foster a sense of a secure <br />community, and contributes to neighborhood revitalization. <br />(Details must be provided by applicant
