15
training initiative aims to meet the workforce challenge by
developing a talent pipeline that will support the growing life
sciences manufacturing cluster in southeastern North
Carolina. In partnership with Economic Leadership, Creative
EDC developed a workforce strategy built upon regional
education and training assets, best practices, and the
evolving life sciences landscape. Initiatives include new and
expanded education and training programs and raising
awareness at all points of the talent development pipeline.

We offer this project example because of the importance of
entrepreneurship in Orange County.

Moore County has a burgeoning culture of entrepreneurship
that can be cultivated to drive economic recovery and
resiliency in distressed areas of the county. Creative EDC
performed a feasibility analysis for an entrepreneurship hub
in Moore County. The study process included an ecosystem
assessment, business owner engagement, ESOs
engagement, and action plan development. Following the
hub feasibility study, Creative EDC coached Moore County
through the Certified Entrepreneurial Community® Program.
The county became the third certified community in North
Carolina. One outcome of the certification process was an
entrepreneur summit that attracted some 200 entrepreneurs,
funding agencies, and ESOs. It was the first event of its kind
and jumpstarted interest in entrepreneur-led economic
development strategies.

We completed a feasibility study for an agriculture innovation
hub affiliated with Emory & Henry College in Southwest
Virginia, funded by a GO Virginia grant. The college will
advance cluster development around the agriculture sector,
including entrepreneurship, workforce development, and
business attraction.

We include this example since agriculture was noted as an
important cluster for Orange County.

Samples of Previous Work
These work samples are also examples of the collaboration between Economic Leadership and Creative EDC.
• Dorchester County Economic Development Strategic Plan -
https://drive.google.com/file/d/1WZ6WMe4BKHhBcFrtQOCeGkAxNqVQMJCZ/view
• NC Biotechnology Center Workforce Strategy - https://creativeedc.com/wp-
content/uploads/2024/09/NC-Biotech-Final.pdf
• Golden LEAF Strategic Plan - https://goldenleaf.org/wp-content/uploads/2022/01/Golden-LEAF-
Strategic-Plan-FY2022-2026-_-2022-Update.pdf

Docusign Envelope ID: 122863EA-19E8-4E71-8604-98BA2A36EEF0Docusign Envelope ID: A3902C54-A6A4-4273-8997-AD0899F0BB40
