5
3. County General Assistance -provides same assistance as CIP and TAN F-
EA
? Program Update: The same rules and limits apply to these funds as apply to
the Emergency Assistance through the Work First Block Grant. Work First
funds, however, can only be used for families with minor children whereas the
County General Assistance funds can be used for all populations.
Program Eligibility
¦ Family must meet an income test (130% of Poverty and asset limit of $1500)
¦ Family must be involved in an emergency situation as described above for
CIP and TANF-EA
Benefit Level: $100 per family per 6 months
4. Update: Guarantor Program - Last year the County established a
guarantor program with the utility providers. This allows the County to guarantee
payment of deposits if families default rather than paying the deposits to initiate
service. The County is released as the guarantor after the family establishes a
successful payment history with the utility company (usually 12 months).
Program Budgets and Expenditures
Program Budget
2000-2001 Expenditures
2000-2001 Budget
2001-
2002 Expenditures
2001-2002
(thru 11101) Expenditures
2001-2002
CIP $130,000 $276,626.77 $130,000 $22,792 $130,994
TANF-EA $61,000 $ 83,368.70 $ 65,000 $62,968 $180.944
GA $75,265 $116,126.55 $ 85,265 $67,886 $110,502

TOTAL $266,265 $476,122.02 $280,265 $153,646 $422,220
Program Budget
2001-2003 Expenditures
Nov 2002 Expenditures
2002-2003
through 12/1 Projected
Expenditures
For FY 2003
CIP $133,217 $28,054 $39,609 $133,217
TAN F-EA
Work First
$ 65,000
$ 6,868
$42,741
$100,000
Count GA $ 85,265 $11,534 $31,259 $112,000

TOTAL $283,482 $46,456 $113,609 $345,217
