12 <br /> than what is available right now, they need to see how they can balance the funds that they have, <br /> most effectively. <br /> Commissioner Greene said she is on the Housing Collaborative and reiterated that the <br /> group supported this idea. <br /> Vice-Chair Hamilton said she supports the approach on targeting the funds to be spent on <br /> repair and rental assistance. She said that the county has great staff, and they have capital funds <br /> set aside for development, acquisition, and downpayment for low-income housing. She said that <br /> seems like a better use for that money and she wants to think about how much of that can also <br /> be used for repairs. <br /> Chair Bedford said there is $15 million across ten years. She said it comes in a $5 tranche <br /> of money. She said that Empowerment would certainly be considered as a provider and partner, <br /> along with other non-profit organizations that supply housing. She said this is a new process. She <br /> said that it funds the priorities. <br /> Commissioner Fowler said she thinks this is the most efficient and impactful use of the <br /> funds. She said she appreciates Housing's responsiveness to the community. She said she <br /> agrees that they will continue to reassess each year for what is most needed. <br /> Commissioner Portie-Ascott said she also supports this approach. <br /> Commissioner McKee said the percentage of people that are housing burdened jumped <br /> out at him, as did the number of needed repairs. <br /> Chair Bedford informed those present about the Longtime Homeowners' Assistance <br /> Program. She explained that it can cover some of the increase of the county taxes. <br /> b. Public Hearing on Draft HOME 2025 Annual Action Plan (AAP) <br /> The Board conducted a public hearing to receive public comments on the Draft 2025 Annual <br /> Action Plan (AAP). <br /> BACKGROUND: The HOME Consortium Local Government Affordable Housing Collaborative <br /> (LGAHC) is made up of elected officials from all four (4) participating municipalities: Carrboro, <br /> Chapel Hill, Hillsborough, and Orange County. The LGAHC reviews staff recommendations on <br /> strategy and policy concerning HOME funding and makes recommendations to the Boards and <br /> Councils of each municipality for final approval. <br /> The Annual Action Plan details how Orange County plans to use HOME funding in a given year. <br /> The Board of Commissioners is conducting this public hearing on behalf of the HOME Consortium <br /> at the Southern Human Services Building (2501 Homestead Rd., Chapel Hill, NC 27516) to <br /> receive public input about priorities for the 2025 Annual Action Plan. All members of the public <br /> are welcome, and Spanish interpretation will be provided. <br /> • The Annual Action Plan. The Consolidated Plan is carried out through Annual Action <br /> Plans, which provide a concise summary of the actions, activities, and the specific federal <br /> and non-federal resources that will be used each year to address the priority needs and <br /> specific goals identified by the Consolidated Plan. <br /> The public comment period is open from May 7, 2025 to June 7, 2025.
