17 <br /> Chair Bedford asked if the county could use Article 46 funds to make up some of the <br /> funding needs. She said there may be options to do incremental funding. <br /> President Buxton said Promise funds are reimbursable. He said that the small business <br /> position is filled and there has been significant growth in that program. <br /> Chair Bedford said that inflation has been high. She wanted to know the flexibility of <br /> Article 46 funding. <br /> Travis Myren said he would review options for Article 46. <br /> Chair Bedford asked what would happen if the $44,379 is not funded. She said it seems <br /> that there is flexibility in Article 46. <br /> President Buxton asked for Andy Kleitsch to explain what they might do if they are short <br /> of funds. <br /> Andy Kleitsch said they are limited by state statute to use state funds for the campuses. <br /> He said they have some funding through rental revenue of the facilities. He said those would be <br /> unrestricted funds they could use, but it is not a lot. He said that would mean those funds would <br /> not be available in future years. <br /> President Buxton said they will be under construction next year and will not be renting <br /> the facility out. He said that last year they were short of funding, and the shortfall has <br /> compounded. He said they are a growing campus. <br /> Commissioner Greene said she supported finding increased funding through Article 46. <br /> Vice-Chair Hamilton asked what the assumptions are for salary increases. <br /> President Buxton said they used 3% based on available information from the state. <br /> Andy Kleitsch said salary information would come out the next day from the House <br /> subcommittees. <br /> Chair Bedford said if the state passes a budget with raises less than 3%, Durham Tech <br /> is not in the hole that much, but they just do not know at this point. <br /> President Buxton said that was correct, but they feel good about the assumption given <br /> the information that has come out. <br /> Travis Myren made the following presentation: <br /> Slide #1 <br /> ORANGE COUNTY <br /> NORTH CAROLINA <br /> Budget Work Session #1 <br /> Education <br /> Outside Agencies <br /> Board of Commissioners Work Session <br /> May 15, 2025 <br />
