FY 2027 Title VI Program Report <br /> PURPOSE: To approve state and federal transit grant certification and pre-application documents <br /> for both FY 2026 and 2027, as required by the Federal Transit Administration (FTA) and the North <br /> Carolina Department of Transportation Integrated Mobility Division (NCDOT IMD) funding <br /> programs. <br /> BACKGROUND: Each year, Orange County Public Transit is required to submit a variety of <br /> certifications and application materials to both the FTA and NCDOT IMD. For FY 2026, the focus is <br /> on compliance-related certifications required to maintain eligibility for funding. For FY 2027, Orange <br /> County Transportation Services (OCTS) is submitting its pre-application package for capital, <br /> operations, and administrative grants. The deadline for submission to the NCDOT IMD is Tuesday, <br /> August 2, 2025. <br /> FY 2026 Items include: <br /> • Certification of non-involvement in lobbying efforts using federal funds <br /> • Labor protection assurances for transit employees (5333(b) Warranty) <br /> • Equivalent service certification for individuals with disabilities <br /> FY 2027 Items include: <br /> • Documentation of efforts to include Disadvantaged Business Enterprises (DBEs) <br /> • Authorization for grant application submission <br /> • Compliance with Equal Employment Opportunity (EEO) standards <br /> • Acknowledgement and certification of Title VI compliance <br /> These documents require Board of Commissioners' approval and the Chair's signature prior to <br /> submission. <br /> FINANCIAL IMPACT: There is no immediate fiscal impact; however, approval is essential to <br /> maintain eligibility for future state and federal transit funding. <br />
