Public Hearing on Draft HOME 2025-29 Consolidated Plan <br /> 13 The Board conducted a public hearing to receive public comments on the Draft 2025-29 <br /> 14 Consolidated Plan. <br /> 15 <br /> 16 BACKGROUND: The HOME Consortium Local Government Affordable Housing Collaborative <br /> 17 (LGAHC) is made up of elected officials from all four (4) participating municipalities: Carrboro, <br /> 18 Chapel Hill, Hillsborough, and Orange County. The LGAHC reviews staff recommendations on <br /> 19 strategy and policy concerning HOME funding, and makes recommendations to the Boards and <br /> 20 Councils of each municipality for final approval. <br /> 21 <br /> 22 The Consolidated Plan is designed to help states and local jurisdictions assess their affordable <br /> 23 housing and community development needs and market conditions, and to make data-driven, <br /> 24 place-based investment decisions. The Board of Commissioners is conducting this public hearing <br /> 25 on behalf of the HOME Consortium at the Southern Human Services Building (2501 Homestead <br /> 26 Rd., Chapel Hill, NC 27516)to receive public input about priorities for the 2025-2029 Consolidated <br /> 27 Plan. All members of the public are welcome, and Spanish interpretation will be provided. <br /> 28 <br /> 29 Consultation and Citizen Participation. Through the Consolidated Plan (often called the <br /> 30 "Con Plan"), grantee jurisdictions engage the community, both in the process of <br /> 31 developing and reviewing the proposed plan, and as partners and stakeholders in the <br /> 32 implementation of programs from the U.S. Department of Housing & Urban Development's <br /> 33 (HUD) Office of Community Planning and Development (CPD). By consulting and <br /> 34 collaborating with other public and private entities, grantees can align and coordinate <br /> 35 community development programs with a range of other plans, programs, and resources <br /> 36 to achieve greater impact. <br /> 37 The Consolidated Plan. The Consolidated Plan, which may have a duration of between 3 <br /> 38 and 5 years, describes the jurisdiction's community development priorities and multiyear <br /> 39 goals based on an assessment of housing and community development needs, an <br /> 40 analysis of housing and economic market conditions and available resources. <br /> 41 The Annual Action Plan (AAP). The Consolidated Plan is carried out through Annual <br /> 42 Action Plans, which provide a concise summary of the actions, activities, and the specific <br /> 43 federal and non-federal resources that will be used each year to address the priority needs <br /> 44 and specific goals identified by the Consolidated Plan. <br /> 45 Consolidated Annual Performance and Evaluation Report (CAPER).
