When would we anticipate a budget to be presented/adopted? <br /> Wayne Hadler: The Members are the County and the Town. <br /> Alan Dorman: The budget for operating the facility is contained within the existing budgets of <br /> the County and Town departments and approved as part of the annual budget process. <br /> Questions from Commissioner Jean Hamilton <br /> I have questions about the Drakeford Library Complex that I will be asking tonight. First, I want <br /> to echo Marilyn's question: who are the members of the association? How are the officers <br /> determined (PDF p 112)? <br /> Wayne Hadler: The Members are the County and the Town. The Executive Committee appoints <br /> the officers but can also serve as the officers. This was done to simplify operational flexibility <br /> for the Association. <br /> It does not make sense to me that officers shall be appointed by the Executive Board from <br /> among the members of the Executive Board. <br /> Wayne Hadler: The bylaws allow the Executive Committee to serve as officers in one or more <br /> roles. The bylaws do not require the Executive Committee to serve as officers, but it is an <br /> option. The workgroup thought this model would work well for the County and Town as it <br /> would keep the Association simple. It was my understanding that the County Manager or the <br /> Town Manager would delegate various aspects of the management of the building as necessary. <br /> The County and Town have recently completed work on a Memorandum of Understanding that <br /> provides a good working document for the parties. <br /> Also, I would like clarification about the removal of an Executive Board member and how <br /> decides (pdf p 110). 1 seems to me that the BOCC would want to be able to replace its county <br /> manager and not the majority of members. <br /> Wayne Hadler: The intent would be for the County or Town to simply replace the Manager if <br /> the Manager were no longer with the Town or County. It could be an acting or interim County <br /> Manager if a job search was in place for a new hire. <br /> Why is the name on the Association on PDF p 109 different from elsewhere in the documents. <br /> Finally, can there be consistent language between the MOU and the other documents with <br /> Executive Board/Executive Committee. And there are various typos scattered through the <br /> condominium agreement. <br /> Wayne Hadler: I apologize for any "typos".
