Docusign Envelope ID: B576D624-E16E-4D9F-BC67-5703DE54A6F8 <br /> Orange County—Comprehensive Emergency Operations Plan Update <br /> Worked with other SMEs to introduce planning concepts and materials for coordinating multiple improvised <br /> explosive device incident sites,regional search and rescue operations, regional no-notice medical operations, <br /> and a Family Assistance Center activation. <br /> • Conducted regional operations planning to address identified catastrophic planning requirements. <br /> • Refined the Houston Region's planning processes to reflect regional capability requirements. <br /> • Developed a plan for ongoing plan validation relative to catastrophic planning requirements. <br /> Houston Regional Technology Inventory Update Project <br /> • Identified and assessed existing technologies in the region;conducted a gap analysis;made recommendations <br /> for improving these systems and how to fill remaining gaps. <br /> • Updated the regional technology inventory through interviews with the Regional Catastrophic Planning Team, <br /> The Urban Area Security Initiative (UASI) Regional Collaboration Technology Subcommittee, and other <br /> regional subject matter experts. <br /> Developed a Technology Inventory Report, which evaluated the technologies used in the Region and <br /> determined efficiency and effectiveness; the advantages and disadvantages of each technology, <br /> interconnectivity and useability of each; and expansion capabilities in the Region. <br /> Developed a Critical Analysis Report that detailed recommendations for leveraging, interconnection, <br /> expanding, and consolidating existing technologies to achieve greater efficiency and organizational <br /> effectiveness. <br /> • Assisted project teams in facilitating workshops. <br /> FEMA Catastrophic Planning Projects <br /> • Supported FEMA's first catastrophic planning effort, Southeast Louisiana Catastrophic Hurricane Planning, <br /> which consisted of a series of planning breakout sessions,workshops,and exercises to develop response and <br /> recovery plans for a catastrophic hurricane affecting Louisiana.In addition, I supported subsequent planning <br /> initiatives for FEMA Florida Catastrophic Planning initiative and the New Madrid Seismic Zone Catastrophic <br /> Planning initiative. <br /> • Assisted teams and subcontractors in performing consequence analyses, developing scenarios, facilitating <br /> workshop sessions, and documenting workshop activity. <br /> Ascension Parish HazMat EOP and Commodity Flow Study Project <br /> • Obtained direct input from key stakeholders involved in emergency response or planning for hazardous <br /> materials. <br /> Described the parish and regional emergency response capacity, on and off facility sites, both public and <br /> private. <br /> Identified the most current hazardous chemical planning concepts and plan formats, in additionto community <br /> coordinators and facility emergency coordinators responsible for developing and implementing the <br /> emergency plans. <br /> Outlined emergency release notification procedures, existing evacuation, and sheltering-in-place plans. <br /> Recommended improvements and changes when appropriate. <br /> Described local emergency equipment assets and facilities and the persons responsible for them. <br /> Recommended training programs for emergency responders based on local needs, identified hazards, and <br /> probable response timelines. <br /> Recommended methods and schedules for exercising emergency response plans. <br /> Suggested ways to integrate the above into the all-hazards community EOP effectively. <br /> Developed ESF-10 Annex and Hazardous Materials Specific Incident Annexes. <br /> RFP NO.367-005435 • 10/23/24 23 ©1EM. <br />
