IEM will draft and deliver the plan to the Orange County project managerand core <br /> planning team for review and comment. Based on feedback,the draft will be updated and resubmitted to the <br /> Orange County Project Manager for written concurrence.IEMwill developall materials for stakeholder engagement <br /> activities, such as meeting agendas, PowerPoint presentations, interview questions, and review and comment <br /> matrices, as needed. <br /> IEM will provide the draft materials to Orange County Emergency Management in advance to ensure that each <br /> group of stakeholders reviews the appropriate content. IEM's senior planners will facilitate planning meetings, <br /> webinars, and interviews and provide a notetakerto document the discussions.After all stakeholder feedback has <br /> been received,ourteam will submit to the Orange County Project Manageran adjudication matrix of the comments <br /> received during the meetings and our recommended edits to the draft document. <br /> 3.C.5 FINALIZE COUNTY PLAN AND ANNEXES <br /> A revised document draft will be developed that incorporates all feedback received.IEM will assemble all comments, <br /> outputs, and amendments from the plan revision workshops and create new draft documents to address all <br /> outstanding issues.IEM will contact the Core Planning Team to clarify any remaining gaps in the plan and recheck <br /> documents for conformity to EMAP standards,state and federal standards,and laws.IEM will submit the final draft <br /> of the County Plan to the county for a final review and approval in electronic format. <br /> 3.D TASK 4: STAKEHOLDER MEETINGS AND MUNICIPAL PLAN DEVELOPMENT <br /> 3.D.1 MUNICIPAL STAKEHOLDER PLAN REVISION WORKSHOPS <br /> Stakeholder planning meetings for the three municipalities will be conducted like the county planning meetings <br /> addressed above. IEM proposes developing Municipal Planning Teams of internal stakeholders in each municipality <br /> whose input will be needed throughoutthe planning process,then adding external stakeholders at key points.After <br /> the individual stakeholder meetings, there may be an ongoing need for additional outreach and input. <br /> As the draft updated municipal plans are developed, IEM will provide multiple opportunities for virtual plan revision <br /> workshops with stakeholders.IEM will draft the plans and deliver the drafts to the Municipal Planning Teams for <br /> review and comment.The drafts will be updated based on feedback received and resubmitted to the designee for <br /> written concurrence before proceeding with plan revision workshops.IEM will develop all materials for stakeholder <br /> engagement activities, such as meeting agendas, PowerPoint presentations, interview questions, and review and <br /> comment matrices, as needed. The municipal plan revision workshops will be conducted similarly to the <br /> abovementioned county revision workshops. <br /> 3.13.2 DRAFT UPDATED MUNICIPAL PLANS <br /> IEM will meet with the Municipal Planning Teams to review the findings of stakeholder meetings and update <br /> planning goals based on conclusions if necessary.Based on the information gathered from stakeholders, IEM will <br /> begin drafting the updated municipal plans.
