Docusign Envelope ID: B576D624-E16E-4D9F-BC67-5703DE54A6F8 <br /> COMPREHENSIVE EMERGENCY OPERATIONS PLAN UPDATE <br /> • FEMA Comprehensive Preparedness Guide (CPG ) 101, Version 3 <br /> • The Stafford Act, as amended, and related authorities <br /> • Title 44— Emergency Management and Assistance of the Code of Federal Regulations (44 CFR) <br /> • National Response Framework (NRF) <br /> • Emergency Management Accreditation Program (EMAP) standards <br /> • National Incident Management System (NIMS) <br /> • All appropriate legislation and government codes impacting emergency preparedness in Orange County <br /> IEM will update emergency plans forthe Towns of Chapel Hill,Carrboro,and Hillsborough and reviewthose of UNC <br /> Hospitals and UNC-Chapel Hill that exist within the county's jurisdictional boundaries to ensure Orange County's <br /> EOP alignswith and does not conflict with these plans orthe State's Emergency Operations Plan.IEM will also review <br /> the threats, hazards, and risks identified in the existing EOP and other assessments and reports. <br /> 3.0 TASK 3: STAKEHOLDER MEETINGS AND COUNTY PLAN DEVELOPMENT <br /> One of the fundamental tenets of CPG 101 is the whole community approach to planning.This approach says that <br /> planning should include a variety of stakeholders and should not occur in a vacuum.IEM will develop a coordinated, <br /> integrated effort to ensure that the right people are involved in the proper planning processes and that plans do <br /> not conflict with or contradict each other. IEM will use a holistic planning approach to efficiently use the time of <br /> county staff and stakeholders during our planning and data collection activities. <br /> 3.C.1 COUNTY STAKEHOLDER PLANNING WORKSHOPS <br /> It will be essential to include both internal and external stakeholders. IEM proposes developing a Core Planning <br /> Team of internal stakeholders in the county,whose input will be needed throughout the planning process,then <br /> adding external stakeholders at critical points in the process. IEM will work with the countyto ensure stakeholders <br /> are engaged in the plan development, including integration of mutual aid partners,the private sector,neighboring <br /> cities and counties, and other agencies. Our team understands the importance of making emergency plans <br /> operational, actionable, and user-friendly.We will ensure the updated EOP offers the flexibility and resources the <br /> county needs to respond to and recover from all hazards.These planning workshops will be held at mutually <br /> agreeable times, grouping topics and questions by function or departmental engagement. <br /> 3.C.2 DRAFT UPDATED COUNTY PLAN <br /> IEM will meet with the Core Planning Team to review the findings of stakeholder meetings and update planning <br /> goals based on conclusions if necessary.IEM will begin drafting the updated county plan based on the information <br /> gathered from stakeholders. IEM SMEs will note specific questions and options for response to alternative courses <br /> of action in each document.These concepts of solutions and alternatives will serve as the basis for the plan revision <br /> workshops. <br /> 3.C.3 DRAFT COUNTY ANNEXES <br /> HAZARD-SPECIFIC ANNEXES <br /> IEM will develop hazard-specific annexes for Orange County as part of the comprehensive EOP update processes. <br /> IEM will ensure these hazard-specific annexes align with the Basic Plan's structure, including a standardized <br /> structure, roles, responsibilities, functions, and activities.To accomplish this, IEM will take the information learned <br /> from the initial document review,stakeholder meetings,previous EOP,and Basic Plan development to identify areas <br /> 5 <br /> ©IEM, I SAFE.SECURE.
