Our Quality Management Program is built on three primary quality processes: Quality <br /> Planning, Quality Assurance, and Quality Control. IEM provides products that meet and exceed customer <br /> requirements by applying these processes to internal project management methodology.Our Quality Management <br /> Program integrates quality measures throughout product development, and its effectiveness results from the <br /> acceptance and participation of all IEM team members. This process ensures we provide our clients with high- <br /> quality, technically accurate, customized products. <br /> IEM uses a formal quality assurance (QA) process for all deliverables. Draft documents must be submitted for <br /> review. The contents are reviewed to ensure they comply with the necessary guidelines and meet the task's <br /> objectives.Comments are returned to the team,and the document is sent to our technical editor once adjudicated. <br /> The technical editor reviews the document for content, client branding, formatting,and 508 compliance so the <br /> document can be posted on theweb and be accessibleto all individuals.Thetechnical editor provides feedback to <br /> the team.The deliverable is submitted to the client oncethe input is adjudicated and the Project Manager approves. <br /> 3.0 TECHNICAL APPROACH <br /> IEM'S capacity as an established emergency planning firm goes far beyond working on plans. We have a solid <br /> foundation in assisting jurisdictions to develop policies, procedures, guides, checklists, and planning tools, as well <br /> as other supplemental documents that support the execution of plans for all levels of government and the private <br /> sector.This experience has provided valuable lessons on how to best approach Preparedness Planning based on <br /> the goals and objectives of Orange Countyand the specific needs of the target audience.Below,we have outlined <br /> a broad approach to the requested RFP scope of work. A more detailed approach will be provided as part of the <br /> Project Management Plan and reviewed during project implementation. <br /> 3.A TASK 1: PROJECT IMPLEMENTATION AND KICKOFF MEETINGS <br /> Active communication and clear, documented expectations are critical to any project's success. Upon notice to <br /> proceed, IEM will schedule a kickoff meeting between the IEM team, the Orange County Project Manager, and <br /> designated stakeholders from Orange County.This kickoff meeting is an opportunity to review the draft of the <br /> Project Management Plan that IEM will develop and provide for discussion. The Project Management Plan will <br /> provide an overview of ourapproach,staff,task breakdown, identified milestones,and the project timeline.IEM will <br /> work with the county to ensure all proposed tasks and deliverables satisfy the requirements and timeline. <br /> During the kickoff meeting, IEM will review the project design to confirm that the development process for the <br /> comprehensive EOP update will achieve the county's desired outcome. Additional topics for the meeting will <br /> include data sources and additional stakeholders, data collection methods, regular meeting frequency, approval <br /> process, and any unique areas of concern. <br /> The kickoff meeting will also be a prime opportunityto establish data collection dates for stakeholder engagements. <br /> While the initial dates may change,this first step allows everyone to provide input into the decision-making process. <br /> Avoiding known conflicts increases the likelihood of attendance. <br /> 3.13 TASK 2: REVIEW EXISTING PLANS <br /> IEM will begin the comprehensive EOP update process by conducting independent research to inform the update <br /> of the EOP. Specifically, IEM will conduct a thorough review of the current EOP, cross-walking each plan element <br /> with appropriate federal, state, and local guidance to include, but not limited to, the following documents: <br /> 4 <br /> ©IEM, I SAFE.SECURE.
