Docusign Envelope ID: B576D624-E16E-4D9F-BC67-5703DE54A6F8 <br /> COMPREHENSIVE EMERGENCY OPERATIONS PLAN UPDATE <br /> 2.0 PROJECT ORGANIZATION <br /> 2.A ORGANIZATIONAL AND OPERATIONAL STRUCTURE <br /> IEM includes an expansive group of employees capable of delivering support to enhance the Orange County <br /> comprehensive EOP update.We have provided emergency management services to support local, state, regional, <br /> federal,tribal nations, and international agencies.We have provided services and expertise at every stage of the <br /> emergency management cycle—preparedness, mitigation, response, and recovery. <br /> The foundation of IEM's capability has been honed over 39 years of providing high-quality, cost-effective services <br /> and excellent customer responsiveness.IEM manages multiple contractswith various entities in a collaborative and <br /> supportive environment while integrating science,technology,and real-world experienceto provide our clients with <br /> solutions that work and outcomes that matter. <br /> To provide a highly experienced and uniquely qualified team,we routinely work collaboratively within the company <br /> to build a proposed team adapted to the qualifications needed in the RFP with the best possible personnel. Forthe <br /> scope of services listed in the RFP, IEM's organizational structure will include a Leadership Team that consists of a <br /> Program Director, Program Manager, and Project Manager; a Planning Team that consists of skilled emergency <br /> planners;and a support team that includes a Geographic Information System(GIS)Specialist,a technical editor,and <br /> a graphic specialist. The proposed organizational structure for this project is outlined below. <br /> • Program Director: Don Griffith will facilitate executive-level decisions when necessary and oversee the <br /> project's financial and contractual aspects. <br /> • Program Manager: Our Program Manager, Sean Fontenot, will oversee all project staff, ensure quality <br /> control measures are followed, confirm the overall accomplishment of project objectives, and advise the <br /> Program Director of project progress. <br /> • Project Manager:The Project Manager, Sigrid Carrero-Perez,will be the primary contact for the day-to- <br /> day operations of the project and will be responsible for directing project tasks, budgeting, submitting <br /> scheduled reports, attending bi-weekly client meetings, ensuring deliverables are completed, and <br /> coordinating project activities with the Program Manager,Planning Team,GIS Specialist,and Support Team. <br /> • Planning Team:The Planning Team consists of Senior Planners and EMAP Trained Business Consultants: <br /> Ari Schein as Lead EOP Developer/Subject Matter Expert(SME);Sigrid Carrero-Perez as EOP development <br /> support;Tori Siears as Quality Assurance Reviewer; and Planner Christopher Rucker as EOP development <br /> support.Together,the Planning Teamwill provide guidance and plan development using the most current <br /> planning guidelines and standards; develop and update the hazard-specific and functional annexes; lead <br /> stakeholder engagements throughout the process;incorporate comments;and identify improvement areas. <br /> This cost-effective balanceof planners ensures Orange Countywill get the quality it needs at a good value. <br /> • GIS Specialist: Ayite Brown, IEM's GIS Specialist, will provide data collection, information research, and <br /> mapping requirements as needed. <br /> • Support Team: The IEM Technical Communications Division has dedicated technical editors and graphics <br /> specialists with educational backgrounds and experience editing and creating emergency management- <br /> related products.Although not directly related to the project,the technical editor, Mary Anne Shahidi, will <br /> review content and format to ensure deliverables and support materials meet the specific technical <br /> requirements of both IEM and Orange County.Theywill ensure that all final documentation is of the highest <br /> quality.The graphics specialist, Kelsey Rohwer,helps with graphical support, including figures,charts,and <br /> professional outreach materials. <br /> 2 <br /> QIEM.
