<br />ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: June 3, 2025 <br /> Action Agenda <br /> Item No. 8-o <br /> <br />SUBJECT: Contract Approval for Recycling and Municipal Solid Waste Processing <br /> <br />DEPARTMENT: Solid Waste <br /> <br /> <br />ATTACHMENT(S): <br />Contract <br /> <br /> <br /> <br />INFORMATION CONTACT: <br />Robert Williams, 919-918-4904 <br /> <br /> <br /> <br /> <br />PURPOSE: To approve and authorize the County to enter into a contractual agreement with WM <br />Recycling America, LLC and Waste Management of Carolina, Inc., to provide Recycling material <br />processing and Municipal Solid Waste (MSW) disposal services. <br /> <br />BACKGROUND: Orange County Solid Waste Management’s contract for Recycling material <br />processing and Municipal Solid Waste disposal services expires on June 30, 2025. The County <br />issued a Request for Proposals (RFP) 367-OC-5451 on February 4, 2025. All four (4) submissions <br />were reviewed by the evaluation committee consisting of Cheryl Young, Jason Dunn, and Bruce <br />Woody. Initial thorough review concluded that WM Recycle America, LLC and Waste <br />Management of Carolina, Inc. were the best options for the County, and the panel conducted a <br />follow-up interview based on that determination. <br /> <br />The consensus of the evaluation panel was that WM Recycle America, LLC and Waste <br />Management of Carolina, Inc. have excellent facilities for the processing of recyclables and <br />disposing of MSW, and a convenient, cost-effective location, coupled with an overall superior <br />pricing structure and rate for the services needed, particularly when combined into one (1) service <br />provider. WM Recycle America, LLC and Waste Management of Carolina, Inc. are the current <br />processors for the County, and there will be no changes in the materials being recycled currently, <br />nor any materials removed. <br /> <br />Should new materials become available to recycle, both parties are amenable to discussing the <br />possible market value and sourcing of the material to be included in the contracted list of <br />recyclables. The initial contract term would be for five years from July 1, 2025, through June 30, <br />2030; with the option to extend the contract for two (2) additional two-year terms. <br /> <br />FINANCIAL IMPACT: The financial impact will be $3,574,773 for Recycling processing and <br />$3,127,761 for MSW disposal over the initial five-year term.
