This initiative was aimed at ensuring that both new and existing board <br /> members were equipped with up-to-date information regarding transportation planning <br /> principles, practices, and governance within North Carolina. As part of this effort, department <br /> staff delivered a detailed presentation highlighting the structure, responsibilities, and evolving <br /> landscape of the North Carolina transportation profession. This included insights into how <br /> transportation policy is shaped at the local, regional, and state levels, and the integral role of <br /> OUTBoard in shaping Orange County's transportation future. <br /> Since that time,the orientation materials have undergone further review and are currently being <br /> updated to reflect the following significant developments: <br /> 1. Changes in State and Federal Transportation Practices <br /> Transportation planning and funding mechanisms have evolved due to updates in both state- <br /> level guidelines and federal regulations, such as revisions to the FAST Act and the adoption of the <br /> Infrastructure Investment and Jobs Act (IIJA). <br /> • Federal emphasis on environmental sustainability and resilience in transportation planning. <br /> • Adjustments in funding eligibility, grant opportunities, and performance-based planning. <br /> 2. Advancements in the County's Multimodal Network <br /> Orange County has made notable strides in developing a more inclusive and integrated <br /> multimodal transportation network. The updated materials will capture these advancements, <br /> including: <br /> • Incorporating Youth in the planning and project development process <br /> • Expansion and improvement of County's Climate Action Plan and Strategic Plan. <br /> • Implementation of County Vision Zero and Complete Streets policy in roadway projects. <br /> • Integration of strategies and support for active transportation modes. <br /> 3.
