ORANGE TRANSPORTATION <br /> COUNTY GOVERNMENT <br /> TRANSPORTATION SERVICES DEPARTMENT <br /> COUNTY <br /> NoKm CALIQLLNA PUBLIC TRANSIT <br /> OrangeCounty <br /> Item 5.b. <br /> Subject: Non-STIP Project Management Plan <br /> Attachment: Non-STIP PMP Draft <br /> Non-STIP List <br /> PURPOSE: To provide comments on the Non-State Transportation Improvement Program Draft <br /> Project Management Plan (PMP). <br /> BACKGROUND:As part of the Orange Unified Transportation Board's (OUTBoard)Annual Report <br /> and Work Plan, members requested that County transportation staff provide quarterly updates <br /> on the list of non-State Transportation Improvement Program (non-STIP) projects.These updates <br /> are to be coordinated with the quarterly luncheon meetings held with the North Carolina <br /> Department of Transportation (NCDOT). <br /> At the most recent NCDOT quarterly luncheon meeting, County staff presented an updated list <br /> of potential non-STIP projects. These projects are drawn from the County's adopted <br /> Transportation Multimodal Plan (TMP) and are primarily focused on enhancing safety— <br /> particularly for the County's most vulnerable road users. <br /> To further strengthen this coordination and improve project delivery, staff has developed a draft <br /> Project Management Plan. This plan is intended to support the regular tracking, oversight, and <br /> implementation of rural Orange County transportation initiatives in a manner that is as efficient <br /> and administratively streamlined as possible. <br /> FINANCIAL IMPACT: No financial impact currently. <br /> ALIGNMENT WITH STRATEGIC PLAN:This item supports: <br /> • GOAL 4: MULTI-MODAL TRANSPORTATION <br /> • OBJECTIVE 2. Increase community awareness of all modes of transportation including <br /> transit, bike and pedestrian, vehicle, and all other modes. <br /> • OBJECTIVE 3. Support road projects that address congestion and reduce commute time <br /> using the County' s Complete Streets policy. <br /> • OBJECTIVE 4. Coordinate transit investments with municipal and county land use planning <br /> to reduce vehicle miles travelled and to provide more equitable access to shopping, <br /> employment, medical centers, college campuses, etc. <br /> • OBJECTIVE 5. Invest in implementing the County' s Safe Routes to Schools plan. <br /> • OBJECTIVE 6.
