7 <br /> The Orange County HOME program has regularly met the performance standards established by <br /> HUD, including submission of its Consolidated Annual Performance Evaluation Report(CAPER) <br /> each year,which assesses the degree to which the County met the goals established in the prior <br /> year, and meeting the applicable HOME activity limitations, set-asides, and match requirements. <br /> The Orange County HOME Consortium is working diligently to improve the overall effectiveness and <br /> efficiency of its HOME program.The previous Consolidated Plan from 2020 supported the full <br /> spectrum of activities relatively equally,whereas this Consolidated Plan attempts to focus <br /> resources on fewer activities in order to maximize impact and improve efficiency. <br /> Summary of citizen participation process and consultation process <br /> The Orange County HOME Consortium, beyond compliance with its Citizen Participation Plan, <br /> advertised and held two Public Hearings and five community meetings that provided residents an <br /> opportunity to discuss the County's HOME Program and affordable housing needs in general: <br /> The Process ------------------------------------------- <br /> PR-05 Lead & Responsible Agencies - 91 .200(b) <br /> Describe agency/entity responsible for preparing the Consolidated Plan and those <br /> responsible for administration of each grant program and funding source <br /> Community meetings were held in conjunction with the Town of Chapel Hill's CDBG program to <br /> create a streamlined mechanism for community input on both HUD programs. In addition,the <br /> Orange County Consolidated Plan Resident Survey, a survey soliciting resident and stakeholder <br /> input,was distributed widely throughout the County.The Questionnaire was available in English <br /> and Spanish and included opportunities for both online and hard copy submission. <br /> A Draft Plan was published on April 3, 2025 and posted on the County's website <br /> (http://orangecountync.gov/2337/HOME-Consolidated-Plan), on the Town of Chapel Hill's website <br /> (https://www.chapethillaffordablehousing.org/), on the Town of Hillsborough's website <br /> (https://www.hillsboroughnc.gov/), and on the Town of Carrboro's website <br /> (https://www.townofcarrboro.org/2280/Orange-County-Consolidated-Plan).
