30 <br /> • Post-2000 Construction: Recent decades have seen continued growth,with new housing <br /> units constructed since 2000, contributing to the county's expanding residential <br /> infrastructure. <br /> We find that the housing market in Orange County struggles to meet the needs of its population, <br /> particularly for low-and moderate-income households.While there has been growth in housing <br /> development, much of it is not affordable for those earning less than 80%AMI. Renters and <br /> extremely low-income households are the most vulnerable, often experiencing severe cost <br /> burdens. Approximately 44%of households in Orange County are cost-burdened, spending more <br /> than 30%of their income on housing. Extremely low-income households are disproportionately <br /> affected,with over 66%paying more than half their income on housing. Most owner-occupied <br /> homes(83%) have three or more bedrooms,while the majority of rented units (69%) have one or <br /> two bedrooms. <br /> Describe the number and targeting(income level/type of family served)of units assisted with <br /> federal,state,and local programs. <br /> • Public Housing: 296 units in Chapel Hill and Carrboro.These are targeted toward <br /> households earning below 50%AMI,though some households earn more than that. <br /> • Housing Choice Vouchers: Orange County Housing Authority has 687 Housing Choice <br /> Vouchers, 18 Emergency Housing Vouchers (EHV), 5 Foster Youth to Independence (FYI), <br /> and 41 Veterans and Supportive Housing(VASH). <br /> • Low-Income Housing Tax Credits(LIHTC): LIHTC properties in Orange County have 592 <br /> known units for a mix of LMI households and elderly/disabled households. <br /> • HOME:45 developments in Orange County constructed with HOME funding. <br /> • Community Home Trust: 342 permanently-affordable homes in Orange County through a <br /> community land trust model.
