2 <br /> • Consolidated Annual Performance and Evaluation Report (CAPER). In the CAPER, <br /> grantees report on accomplishments and progress toward Consolidated Plan goals in the <br /> prior year. <br /> At its Business meeting on May 20, 2025, the Board of Commissioners held a public hearing on <br /> behalf of the HOME Consortium at the Southern Human Services Center (2501 Homestead Rd., <br /> Chapel Hill, NC 27516) to receive public input on the Consolidated Plan. <br /> The attached Final Draft 2025-29 Consolidated Plan offers a more targeted approach than <br /> previous years, prioritizing Repair/Rehabilitation and Tenant Based Rental Assistance (TBRA) <br /> over other permitted activities (development, acquisition, and down payment assistance). This is <br /> due both to public input gathered from resident participation, as well as relative costs associated <br /> with each activity. <br /> The prioritization of these two activities does not preclude the HOME Consortium from funding <br /> the other three activities in any given year. Funding decisions are ultimately made on an annual <br /> basis and take into account each funding cycle's most current factors. The Five-Year <br /> Consolidated Plan is a guiding strategic document, not a fixed prescription. <br /> FINANCIAL IMPACT: By approving the Consolidated Plan, the HOME Consortium will continue <br /> to receive approximately $400,000 in annual funding to the Housing Department for the purpose <br /> of affordable housing. <br /> ALIGNMENT WITH STRATEGIC PLAN: This item supports: <br /> • GOAL 2. HOUSING FOR ALL <br /> OBJECTIVE 1. Use regular federal and local funds to build and/or acquire new affordable <br /> housing. <br /> OBJECTIVE 7. Expand resources and invest in housing designed for our aging and <br /> disabled residents. <br /> OBJECTIVE 8. Rehabilitate and repair existing housing to preserve naturally occurring <br /> affordable housing and avoid displacement. <br /> OBJECTIVE 10. Support unhoused residents in obtaining temporary and permanent <br /> housing. <br /> RECOMMENDATION(S): The Manager recommends that the Board approve the Consolidated <br /> Plan. <br />
