1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: June 17, 2025 <br /> Action Agenda <br /> Item No. 8-1 <br /> SUBJECT: Approval of Resolution Conveying a Surplus Vehicle to Grow Your World <br /> DEPARTMENT: County Manager's Office <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> 1) Request from Grow Your World Caitlin Fenhagen, 919-245-2303 <br /> 2) Resolution to Convey Property Travis Myren, 919-245-2308 <br /> PURPOSE: To approve a resolution authorizing the County Manager to convey a surplus County <br /> vehicle to Grow Your World, a local nonprofit organization. <br /> BACKGROUND: In April 2025, the County received a written request (Attachment 1) from Grow <br /> Your World (GYW) requesting the donation of a surplus vehicle to transport youth program <br /> participants to various program opporunities offered by the nonprofit. GYW identified this as an <br /> urgent need for its summer programming serving youth impacted by juvenile justice and the <br /> Department of Social Services (DSS). The County identified one (1) surplus vehicle, a 2005 <br /> Dodge Caravan with 125,000 miles, as an option. Kelley Blue Book estimates the value of the <br /> vehicle between $1,794 and $3,723. <br /> North Carolina General Statute §160A-279 authorizes a county to convey real or personal <br /> property to a nonprofit corporation if the county is authorized by law to appropriate money to the <br /> nonprofit. Given the educational support programming conducted by Grow Your World, the <br /> County is authorized to make a financial contribution to the organization. Grow Your World is <br /> currently the recipient of $6,730 in Orange County funding this current fiscal year through an <br /> Outside Agency grant and contracts with DSS and the Criminal Justice Resources Deparment <br /> (CJRD). <br /> The proposed resolution (Attachment 2) authorizes the County Manager to execute all documents <br /> necessary to convey title to the 2005 Dodge Caravan vehicle to Grow Your World in exchange for <br /> the following consideration: <br /> 1. For the functional life of the vehicle, Grow Your World will utilize it for youth transportation; <br /> 2. Grow Your World is required to submit an annual written report to the County summarizing <br /> its use of the Property; and <br /> 3. Grow Your World is obligated to notify the County in writing when use of the vehicle has <br /> ended and explain the circumstances under which the vehicle was retired. <br /> These terms would be codified in a contract between the County and Grow Your World. <br />
