1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: June 17, 2025 <br /> Action Agenda <br /> Item No. 8-e <br /> SUBJECT: Approval of the Visitors Bureau's FY 2025-26 Marketing Agreement with Clean, <br /> Inc. <br /> DEPARTMENT: Economic Development/Visitors <br /> Bureau <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> 2025-2026 Agreement Between the Laurie Paolicelli, 919-245-4322 <br /> Orange County Visitors Bureau and <br /> Marketing Agency, Clean, Inc. <br /> PURPOSE: To approve a services agreement for tourism marketing and advertising with Clean, <br /> Inc. for FY 2025-26. <br /> BACKGROUND: For 23 years, the Visitors Bureau has partnered with an advertising agency to <br /> promote Orange County through strategic media buying and digital campaigns. These efforts <br /> boost demand by showcasing local businesses to national audiences with strong calls to action. <br /> With the exception of the pandemic years 2020 and 2021, tourism advertising has consistently <br /> delivered impactful results — driving visitation, increasing local spending, and generating national <br /> exposure for small businesses, the arts and agri-tourism enterprises. The result is measurable <br /> revenue growth, job support, and a stronger local economy. <br /> FINANCIAL IMPACT: The contract cost for FY 2025-26 is $232,000. This amount is included in <br /> the Manager's Recommended FY 2025-26 budget, and this contract requires no further <br /> appropriation of funds. <br /> ALIGNMENT WITH STRATEGIC PLAN: This item supports: <br /> • GOAL 6: DIVERSE AND VIBRANT ECONOMY <br /> OBJECTIVE 4. Provide resources to small, creative, and agro-businesses that add <br /> character and quality of life to our community to attract employers, employees, and visitors. <br /> OBJECTIVE 5. Increase access to and awareness of resources and assistance available <br /> to residents and businesses. <br /> RECOMMENDATION(S): The Manager recommends that the Board approve the proposed <br /> agreement, that the funds be encumbered out of the 2025-2026 Visitors Bureau budget, and that <br /> the Manager be authorized to sign the agreement and any future amendments within the <br /> approved budgeted amount. <br />
