He said those population <br /> 21 losses are in the elementary level. <br /> 22 Commissioner Carter thought that when the County Manager said students "were not <br /> 23 showing up," that it was in reference to an absenteeism problem. <br /> 24 Travis Myren said he should have said those losses are experienced at the elementary <br /> 25 school level.
