1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: June 17, 2025 <br /> Action Agenda <br /> Item No. 7-a <br /> SUBJECT: Orange County Partnership to End Homelessness (OCPEH) Point-In-Time <br /> Count and Monthly Homelessness Report <br /> DEPARTMENT: Housing <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Blake Rosser, Housing Director, 919- <br /> OCPEH 2025 PIT Count & Monthly 245-2492 <br /> Report (PowerPoint Presentation) Danielle DeCaprio, OCPEH Manager, <br /> 919-245-2496 <br /> PURPOSE: To receive a report on the most recent homelessness data from 2025's Point-In- <br /> Time (PIT) Count as well as the first installment of OCPEH's new monthly report on outputs. <br /> BACKGROUND: The Point-in-Time (PIT) Count is a count of sheltered and unsheltered people <br /> experiencing homelessness on a single night in January. The United States Department of <br /> Housing & Urban Development (HUD) requires that Continuum of Care Programs (CoCs) conduct <br /> an annual count of people experiencing homelessness who are sheltered in emergency shelter, <br /> transitional housing, and Safe Havens on a single night. CoCs also must conduct a count of <br /> unsheltered people experiencing homelessness every other year (odd numbered years). Each <br /> count is planned, coordinated, and carried out locally. <br /> OCPEH's Monthly Data Report is a new report on program outcomes that will be relayed at each <br /> monthly OCPEH Leadership Team meeting. The first monthly report was presented at the May <br /> 2025 Leadership Team meeting and included data on outcomes from the Housing Helpline, Street <br /> Outreach, Harm Reduction and Deflection (SOHRAD), SSI/SSDI Outreach, Access and Recovery <br /> (SOAR), and Housing Access Coordination. The monthly reports starting in June 2025 will also <br /> include outcomes from the Rapid Rehousing (RRH) program. <br /> FINANCIAL IMPACT: There is no financial impact associated with this report. <br /> ALIGNMENT WITH STRATEGIC PLAN: This item supports: <br /> • GOAL 3: HOUSING FOR ALL <br /> OBJECTIVE 2. Address need and any policy barriers to increase access to emergency <br /> shelter beds and other low-barrier housing, including eviction diversion. <br /> OBJECTIVE 10. Support unhoused residents in obtaining temporary and permanent <br /> housing. <br /> RECOMMENDATION(S): The Manager recommends that the Board receive the report and <br /> provide any comments and questions. <br />
