In the past -because of its size -the Town of Hillsborough has not been able to independently <br />identify an EAP provider. In 1993, the Board approved including the Town as a subgroup on <br />Orange County s EAP contract. Under the agreement, the County invoiced and collected <br />payment from the Town for the annual Town share of the EAP cost, The Tawn of Hillsborough <br />now has successfully searched for, and located, a new EAP service provider. Effective July 1, <br />2004, the Town will be using EAP services provided by Alamance Regional Medical Center. <br />Attached is the draft EAP contract. <br />FINANCIAL IMPACT: The contract renewal is at a rate of $1,54 per employee per month with <br />no change from the previous plan year. A flat rate of $700 per case is associated with a DOT <br />positive drug test requiring aftercare monitoring. The estimated annual cost for the EAP is <br />$13,490 and funds are included in the recommended 2004-2005 budget. <br />RECOMMENDATION(S): The Manager recommends that the Board authorize the Board <br />Chair to sign the contract with Magellan Behavioral Health for the EAP for 2004-2006, subject to <br />staff and County Attorney review. <br />
