ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: June 8, 2004 <br />Action AgenJt,,,da' <br />Item No. <br />SUBJECT: Emalovee Assistance Proaram Contract Renewal <br />DEPARTMENT: Personnel PUBLIC HEARING: (YIN) No <br />ATTACHMENT(S): INFORMATION CONTACT: <br />EAP Contract Elaine Holmes, Personnel Director <br />Extension 2550 <br />TELEPHONE NUMBER5: <br />Hillsborough 732-8181 <br />Chapel Hill 968-4501 <br />Durham 688-7331 <br />Mebane 336-227-2031 <br />PURPOSE: To approve continuation of the Employee Assistance Program (EAP) contract with <br />Magellan Behavioral Health for the period July 1, 2004 through June 30, 2006 with no rate <br />increase. <br />BACKGROUND: The EAP provides Orange County employees and their dependents with <br />confidential face-to-face assessment and counseling services, 24-hours a day emergency <br />service, referral to community resources as needed, coverage for any personal problems and <br />follow-upon all cases. The types of problems which may be addressed through the EAP <br />include drug and alcohol abuse, mental health including depression, parent/child issues, marital <br />issues and job stress. The EAP serves as the County's referral source when dealing with critical <br />incident debriefings. The EAP also provides legal consultation and referral services to <br />employees, <br />The EAP serves as Orange County's referral agency for any employee problems related to <br />substance abuse. The County's Drug and Alcohol Testing Policy, which complies with the <br />Federal government's drug and alcohol testing requirements, requires the County to have <br />referral agency for an employee who tests positive for substance abuse, The EAP is the <br />required referral service for drug and alcohol treatment under the Drug and Alcohol Testing <br />requirements, <br />The EAP also provides supervisory consultation for dealing with employee personal problems. <br />It provides consultation on a variety of mental health topics such as stress management, <br />depression and conflict management and assistance in addressing specific employee issues <br />such as depression. <br />The total EAP projected employee utilization rate far employees directly contacting the EAP far <br />assistance averages around four percent.. Employees also have used MagellanAssist online <br />services to access counseling services, and for self-referrals to participating area providers, <br />
