(All other staff members will be identified <br /> 19 appropriately below) <br /> 20 <br /> 21 Chair Bedford called the meeting to order at 7:00 p.m. All commissioners were present <br /> 22 except Vice-Chair Hamilton and Commissioner Portie-Ascott. <br /> 23 <br /> 24 1. Discussion of Manager's Recommended FY 2025-35 Capital Investment Plan (CIP) <br /> 25 The Board discussed the Manager's Recommended FY 2025-35 Capital Investment Plan. <br /> 26 <br /> 27 BACKGROUND: Each year, the County produces a Capital Investment Plan (CIP) that <br /> 28 establishes a budget planning guide related to capital needs for the County and Schools. The <br /> 29 10-Year CIP is evaluated annually to include year-to-year changes in priorities, needs, and <br /> 30 available resources. Approval of the CIP commits the County to the first-year funding only of <br /> 31 the capital projects; all other years are used as a planning tool and serves as a financial plan <br /> 32 <br /> 33 Capital Investment Plan — Overview <br /> 34 The FY 2025-35 CIP includes County Projects, School Projects, and Proprietary Projects. The <br /> 35 School Projects include Chapel Hill-Carrboro City Schools, Orange County Schools, and <br /> 36 Durham Technical Community College — Orange County Campus projects. The Proprietary <br /> 37 Projects include Water and Sewer, Solid Waste Enterprise Fund, and Sportsplex projects. <br /> 38 <br /> 39 The CIP has been prepared anticipating moderate economic growth of approximately 2% in <br /> 40 property tax growth and 4% in sales tax growth annually over the next ten (10) years. The CIP <br /> 41 will rely substantially on debt financing to fund the projects and these required debt amounts are <br /> 42 fully integrated in the County's Long-Term Debt Model (page 40 in the CIP document provides a <br /> 43 bar chart of the ten-year funding plan). <br /> 44 <br /> 45 The meeting discussion will focus on the specific projects in the County and Proprietary CIP. <br /> 46 Note: Page numbers are referenced below as they appear in the CIP document.
