Review and approve the Condominium Agreement, Deeds, and Plat for the Drakeford <br /> Library Complex; <br /> 2.) Review and approve the Memorandum of Understanding between Orange County and the <br /> Town of Carrboro for the operation of the Drakeford Library Complex; and <br /> 3.) Authorize the County Manager to sign all required documents, upon final review by the <br /> County Attorney. <br /> BACKGROUND: At its Business meeting on January 21, 2025, the Board of County <br /> Commissioners approved a temporary Memorandum of Understanding ("MOU") between Orange <br /> County and the Town of Carrboro to operate the Drakeford Library Complex until the condominium <br /> agreement could be finalized. The Condominium Agreement, Deeds, Survey, and Plat have been <br /> finalized and now must be approved by the Orange County Board of Commissioners and the <br /> Carrboro Town Council. <br /> Condominium Agreement and Deeds <br /> The Condominium Agreement and Deeds formalize the ownership and broad responsibilities of <br /> Orange County and the Town of Carrboro in operating the Drakeford Library Complex. Based on <br /> the finalized building survey, the condominium agreement slightly adjusts the operational split of <br /> costs between Orange County and the Town of Carrboro, with the County's share of costs <br /> decreasing from 55.48% to 53.6% and the Town's share increasing from 44.52% to 46.4%. <br />
