38 <br /> Morgan Beam said the process has different estimating milestones throughout the <br /> process. He said that they put an initial conceptual estimate together and then as they progress, <br /> they see how those things play out. He said that there are also material lead-times that have to <br /> be known. He said there are some long lead times, and those two things give the Board an offramp <br /> during the preconstruction process. <br /> Commissioner Carter asked for clarification on the vote tonight. <br /> Alan Dorman said they are authorizing the preconstruction fee and the construction <br /> manager's fee, but they are not approving the entire construction budget. <br /> Chair Bedford said she thinks they should move forward with this because it has to be <br /> done to find out what the projected costs are. <br /> Commissioner Portie-Ascott asked if this is approved tonight and they decide to wait, if a <br /> new estimate cost more. <br /> Jeff Lewis said they will have three windows to check the estimates that are included in <br /> the preconstruction fee. <br /> Vice-Chair Hamilton she would like to hear about other delivery methods before the Board <br /> moves on. She said she would like to table this decision for another business meeting. <br /> Morgan Beam said that when they start now, the $179,000 includes those services. He <br /> said if it is paused, they would need to evaluate what they are looking for with the follow-up <br /> services. <br /> Jeff Lewis said there is some leeway and that changed a lot during COVID. He said that <br /> now, the number has some time built into it, but it is usually not a full year. He said the biggest <br /> benefit of this process is that everyone is working together to manage a budget. <br /> Chair Bedford said the set price and the opportunity to determine costs and needs up front <br /> are two advantages. <br /> Alan Dorman said CMAR is the middle ground of the three types. He said this method will <br /> have less change orders and also include the competitive bidding process. He said that you get <br /> an expert to manage the designers, the risks, and bidding out all the subcontractors. <br /> Commissioner Greene said she sat on the Chapel Hill Town Council, and they used the <br /> CMAR method. She said the GoTriangle Board of Directors also uses this method and is confident <br /> with moving forward with this. <br /> Chair Bedford said she was a commissioner when they used a CMAR for the Detention <br /> Center. She said it was helpful in several ways and provided options. <br /> Commissioner Fowler said this seems like the best choice to her. <br /> A motion was made by Chair Bedford, seconded by Commissioner Greene, that after <br /> considering the advantages and disadvantages of all delivery methods the construction manager <br /> at risk method is in the best interest of the project. <br /> VOTE: UNANIMOUS <br /> Chair Bedford asked how much money the Board is committing to spend tonight. <br /> Alan Dorman said $179,928. <br /> A motion was made by Chair Bedford, seconded by Commissioner Fowler, to: <br /> 1) Approve and authorize the County Manager to execute the contract, subject to final <br /> review by the County Attorney, and any subsequent amendments for contingent <br /> and unforeseen requirements up to the approved budget amount on behalf of the <br /> Board of County Commissioners; and <br /> 2) Approve Budget Amendment#8-A. <br />
