1 <br /> APPROVED 613125 <br /> MINUTES <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> BUSINESS MEETING <br /> April 15, 2025 <br /> 7:00 p.m. <br /> The Orange County Board of Commissioners met for a Business Meeting on Tuesday, April 15, <br /> 2025, at 7:00 p.m. at the Southern Human Services Center in Chapel Hill, NC. <br /> COUNTY COMMISSIONERS PRESENT: Chair Jamezetta Bedford, Vice-Chair Jean Hamilton <br /> and Commissioners Marilyn Carter, Amy Fowler, Sally Greene, and Phyllis Portie-Ascott <br /> COUNTY COMMISSIONERS ABSENT: Commissioner Earl McKee <br /> COUNTY ATTORNEYS PRESENT. John Roberts <br /> COUNTY STAFF PRESENT. County Manager Travis Myren, Deputy County Manager Caitlin <br /> Fenhagen, and Clerk to the Board Laura Jensen. (All other staff members will be identified <br /> appropriately below) <br /> Chair Bedford called the meeting to order at 7:02 p.m. All commissioners were present, <br /> except Commissioner McKee. <br /> Chair Bedford read the public charge. <br /> Chair Bedford said that Commissioner McKee is sick and will not be in attendance. She <br /> explained the process for making public comment and indicated that those signed up to speak on <br /> the Revenue Neutral Tax Rate item can speak during the "Matters not on the Printed Agenda" <br /> portion of the agenda. She also suggested amending the agenda to hear the special presentation <br /> from GoTriangle before public comments. <br /> 1. Additions or Changes to the Agenda <br /> A motion was made by Commissioner Fowler, seconded by Commissioner Carter, to move <br /> public comments after item 4-a. <br /> VOTE: UNANIMOUS <br /> The Board then discussed item 3 on the agenda. <br /> 3. Announcements, Petitions and Comments by Board Members <br /> Commissioner Fowler had no comments to share. <br /> Vice-Chair Hamilton thanked those who have sent in comments and are present to speak <br /> on the revaluation. She said the Board appreciates everyone's input and shared that she reads <br /> all of the emails and comments. She said she has been concerned about the efficient use of <br /> taxpayer money since she was elected and wants to share a couple of principles she keeps in <br /> mind when thinking about the county budget. She said the reason there are government services <br /> is because the market doesn't always, and often doesn't, effectively allocate resources. She said <br /> she also thinks about the importance of investments in people and infrastructure that in the long <br /> run benefits everyone. <br /> Chair Bedford had no comments. <br /> Commissioner Greene said in addition to the GoTriangle presenters later, she would like <br /> to welcome the acting GoTriangle CEO and President, Byron Smith. The Board recognized Byron <br /> Smith. <br />
