ORANGE COUNTY <br /> NORTH C',AROI.INA <br /> Chair Bedford said that performance measure 2 on slide #9 is one of the most ambitious <br /> goals they have set in the entire plan. <br /> Commissioner Carter asked if increasing the CJRD referrals includes juveniles and adults. <br /> Kelly Guadalupe said yes. <br />
