Draft Ordinance, Including Proposed <br /> Conditions <br /> PURPOSE: To review and make a recommendation to the Board of County Commissioners <br /> (BOCC) on a Zoning Atlas Amendment to rezone +/- 110.456 acres (PINs: 9892-31-0306, 9892- <br /> 22-7326, 9892-20-2052) located at 4809 Friends School Road, Durham, within the Chapel Hill <br /> Township of Orange County. The proposed rezoning is: <br /> FROM: PDHRB (Planned Development Housing - Rural Buffer); RB (Rural Buffer) <br /> TO: NR-CD (Non-Residential Conditional District) <br /> BACKGROUND: A Conditional Zoning Atlas Amendment application (Attachment 1) was <br /> received proposing to rezone approximately 110.456 acres of property at 4809 Friends School <br /> Road, Durham to bring the existing school into compliance with the current Unified Development <br /> Ordinance (UDO) and allow for future expansion as enrollment increases. All application <br /> materials can be found on the Permit Portal. The Staff Report in Attachment 2 contains <br /> additional information, maps, and analysis with regard to the application's consistency with <br /> County adopted plans. Approval of a site-specific plan is part of the conditional district rezoning <br /> process, and the site plan and any agreed-upon conditions are binding to the development <br /> permitted for the zoning district. <br /> Basic Review Process: A conditional district rezoning application requires submission of a site <br /> plan and other documents, in accordance with Section 2.9.1(C) of the UDO. Sections 2.8 and <br /> 2.9 of the Orange County UDO require the following review: <br /> • FIRST ACTION — Applicant holds a Neighborhood Information Meeting (NIM). <br />
