Based on the submitted materials <br /> for the proposed development, the project could meet the basic Erosion and <br /> Sedimentation Control requirements as outlined in Section 6.15 of the Orange County <br /> UDO and could be developed as generally proposed. The proposal has a planned stream <br /> crossing that will require an Army Corps PCN 404/401 application for the stream impact. <br /> A copy of the Army Corps. determination needs to be sent to Orange County. A Buffer <br /> Authorization Certificate (BAC) application submittal to Orange County is also required <br /> for the stream buffer impact. <br /> Stormwater Management: <br /> The submitted materials indicate a level of development that could meet current UDO <br /> requirements specific to stormwater management. The applicant has submitted a <br /> Preliminary Stormwater Narrative & Report indicating that two (2) permanent Stormwater <br /> Control Measure (SCM) structures will be constructed as part of the project to meet water <br /> quantity requirements (i.e., post-development stormwater runoff attenuation). There are <br /> no water quality requirements (i.e., post-development nutrient attenuation) currently <br /> associated with the Watershed Overlay District within which the project is located. The <br /> project will need to meet applicable stormwater management requirements as outlined in <br /> Section 6.14 of the Orange County UDO and must be in general conformance with the <br /> North Carolina Stormwater Design Manual (i.e., Minimum Design Criteria). <br /> Conclusion: <br /> The Division has No Objections to the approval of the Major Subdivision application so <br /> long as a complete LDP application and supporting plans and calculations are submitted <br /> to Orange County for review, processing, and approval prior to commencement of on-site <br /> Land-Disturbing Activity.
