2, <br /> Environmental Assessment (EA) <br /> An Environmental Assessment is not required as part of a Major Subdivision application. However, an <br /> Environmental Assessment was submitted as part of the Conditional Rezoning review process in 2022. <br /> At that time, Planning and DEAPR staff reviewed the materials and issued a determination of"Finding of <br /> No Significant Impact (FONSI)" as required in Section 2.25.1(B)(5) of the UDO. <br /> Solid Waste <br /> This conditional zoning district requires that development on the property conform to the Orange County <br /> Solid Waste Management Ordinance. OC Solid Waste requires a "Will-Serve" letter from the private <br /> hauler that will be servicing the site to confirm that, based on the latest set of plans, said private hauler <br /> can and will provide recycling collection that, at a minimum, meets OC Solid requirements for recyclable <br /> materials collected. <br /> Review Milestones <br /> Application Submittal Date February 6, 2025 <br /> Development Advisory Committee February 27, 2025 <br /> DAC Review <br /> Neighborhood Information Meeting March 22, 2023 (as part of the conditional rezoning <br /> (NIM) application which required a NIM for the same land <br /> use <br /> Note: the DAC is a staff/agency committee, established in Section 1.9 of the UDO. <br /> Courtesy Review <br /> Jurisdiction Date Sent Comments Received (YIN) <br /> State Clearinghouse February 9, 2023 Yes <br /> Analysis <br /> Staff Analysis <br /> As required under UDO Section 2.15.3, the Planning Director shall submit a written analysis of the <br /> application and recommendation for the Planning Board. In analyzing this request, the Planning Director <br /> offers the following: <br /> 1. The application has been deemed complete in accordance with the requirements of Sections 2.2 <br /> and 2.15.3 of the UDO. <br /> 2. Staff has determined that the property is of sufficient size to support the proposed subdivision. <br /> 3. Staff has determined that the preliminary plat should conform with the development standards of <br /> Article 6 and the subdivision standards of Article 7 when refined as a preliminary plat. <br /> 4. Staff supports the approval of the flexible development option contained in Attachment 1. <br /> 6 <br />
