38
1 Morgan Beam said the process has different estimating milestones throughout the
2 process. He said that they put an initial conceptual estimate together and then as they progress,
3 they see how those things play out. He said that there are also material lead-times that have to
4 be known. He said there are some long lead times, and those two things give the Board an offramp
5 during the preconstruction process.
6 Commissioner Carter asked for clarification on the vote tonight.
7 Alan Dorman said they are authorizing the preconstruction fee and the construction
8 manager's fee, but they are not approving the entire construction budget.
9 Chair Bedford said she thinks they should move forward with this because it has to be
10 done to find out what the projected costs are.
11 Commissioner Portie-Ascott asked if this is approved tonight and they decide to wait, if a
12 new estimate cost more.
13 Jeff Lewis said they will have three windows to check the estimates that are included in
14 the preconstruction fee.
15 Vice-Chair Hamilton she would like to hear about other delivery methods before the Board
16 moves on. She said she would like to table this decision for another business meeting.
17 Morgan Beam said that when they start now, the $179,000 includes those services. He
18 said if it is paused, they would need to evaluate what they are looking for with the follow-up
19 services.
20 Jeff Lewis said there is some leeway and that changed a lot during COVID. He said that
21 now, the number has some time built into it, but it is usually not a full year. He said the biggest
22 benefit of this process is that everyone is working together to manage a budget.
23 Chair Bedford said the set price and the opportunity to determine costs and needs up front
24 are two advantages.
25 Alan Dorman said CMAR is the middle ground of the three types. He said this method will
26 have less change orders and also include the competitive bidding process. He said that you get
27 an expert to manage the designers, the risks, and bidding out all the subcontractors.
28 Commissioner Greene said she sat on the Chapel Hill Town Council, and they used the
29 CMAR method. She said the GoTriangle Board of Directors also uses this method and is confident
30 with moving forward with this.
31 Chair Bedford said she was a commissioner when they used a CMAR for the Detention
32 Center. She said it was helpful in several ways and provided options.
33 Commissioner Fowler said this seems like the best choice to her.
34
35 A motion was made by Chair Bedford, seconded by Commissioner Greene, that after
36 considering the advantages and disadvantages of all delivery methods the construction manager
37 at risk method is in the best interest of the project.
38
39 VOTE: UNANIMOUS
40
41 Chair Bedford asked how much money the Board is committing to spend tonight.
42 Alan Dorman said $179,928.
43
44 A motion was made by Chair Bedford, seconded by Commissioner Fowler, to:
45 1) Approve and authorize the County Manager to execute the contract, subject to final
46 review by the County Attorney, and any subsequent amendments for contingent
47 and unforeseen requirements up to the approved budget amount on behalf of the
48 Board of County Commissioners; and
49 2) Approve Budget Amendment#8-A.
50
51
