Attachment 2 <br /> 1 <br /> 1 DRAFT MINUTES <br /> 2 ORANGE COUNTY <br /> 3 BOARD OF COMMISSIONERS <br /> 4 BUSINESS MEETING <br /> 5 April 15, 2025 <br /> 6 7:00 p.m. <br /> 7 <br /> 8 The Orange County Board of Commissioners met for a Business Meeting on Tuesday, April 1, <br /> 9 2025, at 7:00 p.m. at the Southern Human Services Center in Chapel Hill, NC. <br /> 10 <br /> 11 COUNTY COMMISSIONERS PRESENT: Chair Jamezetta Bedford, Vice-Chair Jean Hamilton <br /> 12 and Commissioners Marilyn Carter, Amy Fowler, Sally Greene, and Phyllis Portie-Ascott <br /> 13 COUNTY COMMISSIONERS ABSENT: Commissioner Earl McKee <br /> 14 COUNTY ATTORNEYS PRESENT: John Roberts <br /> 15 COUNTY STAFF PRESENT: County Manager Travis Myren, Deputy County Manager Caitlin <br /> 16 Fenhagen, and Clerk to the Board Laura Jensen. (All other staff members will be identified <br /> 17 appropriately below) <br /> 18 <br /> 19 Chair Bedford called the meeting to order at 7:02 p.m. All commissioners were present, <br /> 20 except Commissioner McKee. <br /> 21 <br /> 22 Chair Bedford read the public charge. <br /> 23 Chair Bedford said that Commissioner McKee is sick and will not be in attendance. She <br /> 24 explained the process for making public comment and indicated that those signed up to speak on <br /> 25 the Revenue Neutral Tax Rate item can speak during the "Matters not on the Printed Agenda" <br /> 26 portion of the agenda. She also suggested amending the agenda to hear the special presentation <br /> 27 from GoTriangle before public comments. <br /> 28 <br /> 29 1. Additions or Changes to the Agenda <br /> 30 A motion was made by Commissioner Fowler, seconded by Commissioner Carter, to move <br /> 31 public comments after item 4-a. <br /> 32 <br /> 33 VOTE: UNANIMOUS <br /> 34 <br /> 35 The Board then discussed item 3 on the agenda. <br /> 36 <br /> 37 3. Announcements, Petitions and Comments by Board Members <br /> 38 Commissioner Fowler had no comments to share. <br /> 39 Vice-Chair Hamilton thanked those who have sent in comments and are present to speak <br /> 40 on the revaluation. She said the Board appreciates everyone's input and shared that she reads <br /> 41 all of the emails and comments. She said she has been concerned about the efficient use of <br /> 42 taxpayer money since she was elected and wants to share a couple of principles she keeps in <br /> 43 mind when thinking about the county budget. She said the reason there are government services <br /> 44 is because the market doesn't always, and often doesn't, effectively allocate resources. She said <br /> 45 she also thinks about the importance of investments in people and infrastructure that in the long <br /> 46 run benefits everyone. <br /> 47 Chair Bedford had no comments. <br /> 48 Commissioner Greene said in addition to the GoTriangle presenters later, she would like <br /> 49 to welcome the acting GoTriangle CEO and President, Byron Smith. The Board recognized Byron <br /> 50 Smith. <br />
