Attachment 1 <br /> 1 <br /> 1 DRAFT MINUTES <br /> 2 ORANGE COUNTY <br /> 3 BOARD OF COMMISSIONERS <br /> 4 WORK SESSION <br /> 5 April 8, 2025 <br /> 6 7:00 p.m. <br /> 7 <br /> 8 The Orange County Board of Commissioners met for a Work Session on Tuesday, April 8, <br /> 9 2025, at 7:00 p.m. at the Southern Human Services Center in Chapel Hill, NC. <br /> 10 <br /> 11 COUNTY COMMISSIONERS PRESENT: Chair Jamezetta Bedford, Vice-Chair Jean Hamilton <br /> 12 and Commissioners Marilyn Carter, Amy Fowler, Sally Greene, Earl McKee (arrived at 7:03 <br /> 13 p.m.), and Phyllis Portie-Ascott <br /> 14 COUNTY COMMISSIONERS ABSENT: None. <br /> 15 COUNTY ATTORNEYS PRESENT: John Roberts <br /> 16 COUNTY STAFF PRESENT: County Manager Travis Myren, Deputy County Manager Caitlin <br /> 17 Fenhagen, and Clerk to the Board Laura Jensen. (All other staff members will be identified <br /> 18 appropriately below) <br /> 19 <br /> 20 Chair Bedford called the meeting to order at 7:00 p.m. All commissioners were present <br /> 21 except for Commissioner McKee. <br /> 22 <br /> 23 1. Follow-up Information and Next Steps on Draft Orange County Comprehensive Land <br /> 24 Use Plan 2050 <br /> 25 The Board received a presentation from Planning staff to include next steps and a tentative <br /> 26 calendar for responding to the Board's request for additional information. <br /> 27 <br /> 28 BACKGROUND: At its March 11, 2025 work session, the BOCC received a presentation from <br /> 29 Clarion Associates on the preliminary Public Review Draft of the Land Use Plan 2050 for BOCC <br /> 30 review and feedback. Board review and feedback on the draft was requested to inform any <br /> 31 changes to the draft required prior to the opening of the next Community Engagement Window. <br /> 32 Subsequently, the Board requested additional background information from County staff for the <br /> 33 purpose of further informing its review. <br /> 34 <br /> 35 The additional information requested by the BOCC is anticipated to be collected and presented <br /> 36 to the Board over the course of its meetings and/or retreat(s) to be determined. Community <br /> 37 Engagement Window #3, which was scheduled for May — July of this year, has been postponed <br /> 38 to allow additional time for the Board's review and Clarion Associate's professional services <br /> 39 paused. <br /> 40 <br /> 41 Attachment A is the BOCC request for additional information, color coded for establishing a <br /> 42 timeframe for response and scheduling of Board meetings/retreat(s).
