Article 5: Uses 34 <br /> Section 5.10: Standards for Telecommunication Facilities <br /> 5.10.2 Standards and Submittal Requirements for all new Wireless Support Structures and <br /> Substantial Modification <br /> The following requirements shall apply to all new wireless telecommunications facilities, <br /> substantial modifications and any modifications to an existing wireless telecommunications facilitV <br /> that exceeds the scope of routine maintenance. <br /> (A) Applicant Statements <br /> Signed statement(s)from the applicant and owner of the wireless support structure <br /> certifying that the proposed telecommunication support structure: <br /> (1) Shall be maintained in a safe manner; <br /> (2) Is in compliance with all conditions of all applicable permits and authorizations <br /> without exception; and <br /> (3) Is in compliance with all applicable and permissible local, State, and Federal rules <br /> and regulations. <br /> U A detailed description of the proposed wireless support structure (e.g., monopole, self- <br /> supporting lattice, or other.), including a detailed narrative description of the specific <br /> objective(s)for the new facility with a description regarding coverage and/or capacity <br /> within the geographic area of intended coverage for the proposed wireless support <br /> structure, and how the proposed tower will minimize its visibility to properties in the area; <br /> and <br /> (C) A statement by a N.C. Professional Engineer that certifies the tower's compliance with <br /> applicable N.C. State Building Codes regarding the tower's capacity to safely carry the <br /> number and type of antennas proposed. FOR NEW WIRELESS SUPPORT <br /> STRUCTURES ONLY, a Fall Zone Analysis will be provided. A N.C. Professional <br /> engineer shall submit a sealed document stating the area(s) in which the wireless support <br /> structure will fall if the structure fails. <br /> (D) All wireless support structures shall have the capacity to permit multiple users. Self- <br /> support/lattice orguyed wireless support structures shall accommodate at least three <br /> users. <br /> (E) A site plan and site plan application meeting Section 2.5. In addition to the requirements <br /> of Section 2.5.3, the following additional information shall also be included: <br /> (1) Elevations for all proposed structures and descriptions of the color and nature of <br /> all exterior material, along with the make, model, and manufacturer of the <br /> proposed structure, maximum antenna heights, and power levels; <br /> (a) Wireless support structures shall be galvanized and/or painted with a <br /> rust-preventive paint of an appropriate color to harmonize with the <br /> surroundings; <br /> { Both wireless support structures and all accessory or associated <br /> telecommunication equipment and related facilities shall maximize the <br /> use of building materials, colors, and textures designed to blend with the <br /> structure to which it maV be affixed and/or to harmonize with the natural <br /> surroundings, this shall include the utilization of stealth technology <br /> .- <br /> (2) All utilities at a facility site shall be installed underground. <br /> (3) A map showing the size and location of all existing structures within 1,000 feet of <br /> the propertV boundaries where the facilitV is to be installed. <br /> (4) A site plan of the wireless support structure showing all of the following: <br /> (a) Within or ad'lacent to residential zoning districts, minimum setbacks from <br /> the base of the wireless support structure to the property boundary shall <br /> be equal to 110% of the wireless support structure height. <br /> Orange County, North Carolina—Unified Development Ordinance Page 5-92 <br />
