2 <br /> some changes to the proposed text amendments. The changes recommended by the Planning <br /> Board have been incorporated into the proposed Ordinance contained in Attachment 2. The <br /> Planning Board's signed Statement of Consistency and an excerpt of the draft May 7, 2025 <br /> meeting minutes are included in Attachment 3. Prior to making its recommendation, the Planning <br /> Board had reviewed the materials in an "Ordinance Review Committee" (ORC) meeting on April <br /> 9, 2025. The amendments were modified since the Planning Board recommendation to focus <br /> solely on those utilities related to communications. <br /> Planning Director's Recommendation: The Planning Director recommends approval of the: <br /> 1. Statement of Approval and Consistency indicating the text amendments are reasonable <br /> and in the public interest, as contained in Attachment 1 . <br /> 2. UDO text amendments, as contained in Attachment 2. <br /> FINANCIAL IMPACT: These text amendments have an awarded contract for professional <br /> services with a budgeted fixed fee amount not to exceed $25,000 (RFP#367-005413). The <br /> contract was awarded to the Brough Law Firm, PLLC prior to the commencement of the project. <br /> There are no other costs associated with this project other than the use of staff time and the <br /> required legal advertisement for the text amendments' public hearing. Staff has and will continue <br /> to accomplish the necessary tasks associated with amending the UDO and the legal <br /> advertisement will be paid from budgeted funds for this purpose. <br /> ALIGNMENT WITH STRATEGIC PLAN: This item supports: <br /> • GOAL 2: HEALTHY COMMUNITY <br /> OBJECTIVE 6. Provide sustainable, equitable, and high-quality community safety and <br /> emergency services to meet the community's evolving needs. <br /> OBJECTIVE 7. Invest in services and programs that improve the health and quality of life <br /> of the community (e.g., recreation and public open spaces, arts, etc.) <br /> • GOAL 6: DIVERSE AND VIBRANT ECONOMY <br /> OBJECTIVE 2. Review and revise County policies and regulations to support business <br /> investment in Orange County. <br /> OBJECTIVE 4. Provide resources to small, creative, and agro-businesses that add <br /> character and quality of life to our community to attract employers, employees, and visitors. <br /> OBJECTIVE 6. Provide workforce and business development resources to enhance the <br /> skills of residents of the County. <br /> RECOMMENDATION(S): The Manager recommends that the Board: <br /> 1. Conduct the public hearing and receive the Planning Board and staff recommendations <br /> and public comments; <br /> 2. Close the public hearing; and <br /> 3. Vote to Approve the Statement of Consistency (Attachment 1) and the Ordinance in <br /> Attachment 2. <br />
