RA <br /> "A land use where secured space, indoors or outdoors, is rented to tenants for the <br /> safeguarding and/or keeping of general merchandise, refrigerated goods, and other <br /> personal items on a short- or long-term basis". <br /> Section 5.2, Table of Permitted Uses of the UDO identifies "Storage of Goods" as a permitted <br /> use within the REDA-CD-1 zoning district. There are no additional use standards related to the <br /> "Storage of Goods" use contained in the UDO. <br /> Per Section 3.8 of the UDO, the purpose of the NC Highway 57 Speedway Area Rural <br /> Economic Development Area Conditional Zoning District (REDA-CD-1) is to encourage <br /> additional, compatible, and unique non-residential development opportunities in a predefined <br /> area of the County as identified within the adopted 2007 NC Highway 57 Small Area Plan. <br /> Further, this district is intended to provide existing non-conforming land uses an opportunity to <br /> become conforming through a development review process so that property owners can <br /> upgrade their existing business to address changing needs while recognizing, and being <br /> consistent with, local land use regulations. <br /> The REDA-CD-1 district shall be located consistent with the parcels designated as "Rural <br /> Economic Development Area" within the aforementioned Small Area Plan. The subject parcel is <br /> located within the Rural Economic Development Area of the NC Highway 57 Small Area Plan <br /> allowing for rezoning to the REDA-CD-1 to be considered. <br /> 2. Staff review of the application included considerations for how the request relates to the Orange <br /> County 2030 Comprehensive Plan. The staff analysis outlines elements of the Plan which staff <br /> identified as relevant to the consideration of this request. <br /> 3. The 2030 Comprehensive Plan identifies Agricultural Residential as land designated in the <br /> Comprehensive Plan as land for agricultural activities and associated residential and commercial <br /> uses. <br /> 4. The applicant has provided a basic environmental assessment as part of this submittal. Staff has <br /> reviewed and determined no significant environmental impact is expected from this project based <br /> on existing conditions. <br /> The proposed development is consistent with existing/anticipated development within the area and the <br /> land use associated with the project is compatible with various 2030 Comprehensive Plan goals. <br /> 9 <br />
