Each existing non-residential land use should be held to specific development/re-development
criteria if they choose to take advantage of the sanctioned approval process
for becoming conforming land uses. No new development should be allowed that
negatively impacts existing infrastructure (i.e. groundwater, traffic generation, etc) unless
an appropriate and viable solution has been approved by the County to mitigate these
conditions.
ENVIRONMENTAL FACTORS
1- Noise
a. Elimination of Vehicle & Event Noise
i. The Orange County("OC) Kart track formerly hosted racing events and other
motorsport competitions, which can generate significant noise during their
duration. The facility infrastructure was approved for a 500+spectator capacity.
The cheering crowds, public announcements, and disruptive vehicle noises can
disturb the peace of the surrounding neighborhood. With a storage facility in
place, these loud events are no longer conducted, leading to a considerable
reduction in event-related noise pollution. With the elimination of race-related
noise, the number of noise complaints from residents is likely to decrease
significantly. A storage facility, when well-designed and managed, operates
quietly and unobtrusively. This leads to improved neighborly relations and a
more peaceful coexistence between the facility and the community.
