d. Resolution Providing Comments Regarding Proposed Changes to the Durham-Chapel Hill- <br />C:'arrboro Metropolitan Planning Organization Metropolitan Area Boundary <br />The Board will consider adopting a resolution providing comment to the Transportation Advisory <br />Committee (TAC} of the Durham-Chapel Hill-Carrboro (DCHC) Metropolitan Planning Organization <br />(MPO) regarding expansion of the DCHC MPO Metropolitan Area Boundary (MAB). <br />e. A Resolution Establishing the Intent of Durham County, Durham Cite, and Orange County to <br />Cooperate ti~'ith Regard to Planning Issues in Certain Defined Areas <br />The Board will consider a resolution establishing the intent of Durham County, Durham City and Orange <br />county to cooperate ~~~ith regard to planning issues in certain defined areas, and to discuss plans for courtesy <br />review of the Draft Durham City-County Comprehensive Plan. <br />7. Special Presentations (8:50-9:10} <br />a. Fairview Park Report <br />The Board will consider a series of maps showing existing, proposed and potential uses of the properties <br />belonging to Orange County and the To«-~n of Hillsborough in the Fairview Park, Orange County Public <br />t~'orks vicinity and direct County staff as to how the Board wishes the staff to proceed. <br />S. Public Hearings (9:10-9:20} <br />a. Public Hearing on Establishvig the Orange-Person-Chatham Local NTanagement Entity (LAME} <br />The Board will receive public comment on entering into an Interlocal Cooperation Agreement (ICA) to form <br />athree-county public entity to serve as the Local Management Entity (LME) for ensuring mental health, <br />developmental disability, and substance abuse services (MH/DD/SA) in the Orange, Person, and Chatham <br />counties catchment area. <br />9. Items for Decision--Regular Agenda <br />a. Approval of Contracts with Veterinarians to Provide Spay/Neuter Surgery Services to the Orange <br />County Animal Shelter (9:20-9:35) <br />b. Proposed Waste Reduction, Reuse, and Recycling Fee (9:35-10:00) <br />The Board «~ill consider approving a proposal to implement for FY 24-0~ a tiered Waste Reduction, <br />Reuse, and Recycling Fee (3R Fee) to be assessed on all improved Orange County property to finance <br />recycling and waste reduction services/programs. <br />c. Parks Operations Base (10:00-10:20) <br />The Board will consider options for space to be used as a parks operations base and approve a 12-month <br />lease with JCBH Properties, LLC for approximately 4,000 square feet of interior space and 3,500 square feet <br />of exterior storage area at 503 Cornerstone Court, Hillsborough per the terms and conditions herein cited; <br />and authorize the Chair to sign. <br />d. Appointments (10:20-10:25) <br />(1) Hillsborough Planning Board -One Appointment <br />The Board will consider one appointment to the Hillsborough Planning Board. <br />(2) Advisory Board on Aging -One New Appouitment <br />The Board will consider one appointment to the Advisory Board on Aging. <br />(3) Orange County/Town of Hillsborough Urban Transition Area Task Force <br />The Board will consider appointments to the Orange County/Town of Hillsborough Urban Transition <br />Area Task Force. <br />10.
