Introduction <br />services for the unincorporated portions of Orange County. <br />A. Description of Issuing Agency <br />The Orange County Planning and Inspection Department (Planning <br />Department) is the isstaing agency for the Request for Qualifications (RFQ), <br />The agency provides a full range of planning and development review <br />B. Selection of Qualified Firm <br />The TDR Review Team will review the responses to the RFQ and make <br />recommendation to the Board of County Commissioners (BOCC) to begin <br />negotiation with a firm to carry out the task of development of an Orange <br />County Transfer of Development Rights (TDR) concept and ordinance. The <br />BOCC has the sole authority to select or reject any or all responses to the <br />RFQ, A specific scope of services, budget and time line will be negotiated <br />with the selected firm, and a contract will ultimately be executed. <br />C.
