Benedict, AICP, Director <br />oun,P or a. <br />Current Planning ~;`e~;;j~ . ~. 306E Revere Road <br />(919) 245-2575 ~t m P O Box 8181 <br />(919) 644-3002 (FAx) ~,° Hillsborough, <br />www.co.orange.nc.us °<<b ~,~~~'°° North Carolina, 27278 <br />From: Craig Benedict, Planning Director <br />DATE: August 3, 2004 <br />SUBJECT: Orange County Transfer of Development Rights (TDR) Respondent <br />Meeting and County Tour. <br />On Monday, August 2 the County Planning Staff hosted a briefing and tour of Orange <br />County for organizations interested in the Transfer of Development Rights (TDR) <br />request for qualifications (RFO) solicitation, which was posted on the national American <br />Planning Association's (APA) website and the North Carolina APA Chapter's website. <br />Organizations listed in the table below were in attendance, as well as Robert Davis and <br />Glenn Bowles from the Planning Department staff and Craufurd Goodwin of the <br />Planning Board. The meeting started a 1:00 p.m. and lasted about ninety minutes. A <br />one-hour tour of the County followed with a half hour follow up question and answer <br />period. The purpose of the meeting and tour was to acquaint the interested <br />organizations with local issues pertinent to a potential TDR program in Orange County <br />and to gain field perspective. <br />All potential vendors have been given copies of the TDR concept, a time line of planning <br />activities related to a TDR program, a Planning Board rural area study committee report <br />on preserving rural character, the Stoney Creek Basin Small Area Plan, the 2003 <br />"Shaping Orange County's Future" document, and maps illustrating all conservation <br />easements, sewer service agreements, and properties in use value programs. <br />Responses to the RFO are due on August 13. As a reminder, there will be a RFO <br />selection team including the County Manager, the Purchasing Department, the <br />Engineering Department, ERCD, the Economic Development Department, and the <br />Planning and Inspections Department.
