To that end, over the last year, a County staff <br />work group developed a comprehensive Request for Qualifications (RFQ) that would allow the <br />County to find a consulting firm to provide professional planning services to develop an Orange <br />County Transfer of Development Rights (TUR) concept and ordinance, which may include a <br />legal framework, market evaluation, administrative procedures, and public information concept. <br />The work group includes representatives from: <br />• Purchasing, <br />• Planning, <br />• ERCD, <br />• Engineering and <br />• EDC, as well as <br />• The County Manager and <br />• The County Attorney <br />The RFQ was advertised and forwarded to the national and state chapter of the American <br />Planning Association (APA). Apre-proposal meeting and tour was held and attended by six <br />firms (Please refer to the attached list of RFQ respondents). Five firms subsequently submitted <br />proposals. Each firm was independently rated on the following criteria by the evaluation team: <br />1. Project interest and understanding, <br />2. The firm's history and experience with similar projects, <br />3. The firm's ability and expertise, <br />
