Complete <br /> the form and include it with your submittal. <br /> 3.2 PROPOSAL ACCEPTANCE <br /> Any incomplete proposal or proposal deviating from the required format may, at the County's sole <br /> discretion, be eliminated by the County. <br /> 3.3 SELECTION PROCESS <br /> A selection committee shall be established by the County to review responses. The following will <br /> be the screening criteria. Order below is not indicative of priority. <br /> • Understanding of and familiarity with services sought by the County-10% <br /> • Experience of Key Personnel and experience of subcontractors-5% <br /> • Contractor's technical expertise, knowledge, and understanding of applicable laws, <br /> rules, and regulations-10% <br /> • Cost of Services-40% <br /> • Facilities to be used to process/ manage collected recyclable materials-20% <br /> • Financial capacity for handling services, including insurance coverage, and <br /> Contractor's ability to protect County from liability-10% <br /> • References-5% <br /> After ranking the Contractor on the above criteria, interviews may be conducted. The committee's <br /> recommendation, along with a negotiated contract will be submitted to the Orange County Board <br /> of Commissioners for approval. <br /> 4. SCOPE OF WORK for MUNICIPAL SOLID WASTE DISPOSAL <br /> 4.1 GENERAL INFORMATION <br /> OCSW is seeking qualified Responders to provide all facilities, equipment, labor and services <br /> required forthe disposal of Municipal Solid Waste managed by OCSW and delivered by or on behalf <br /> of OCSW to an agreed upon facility. This includes: <br /> • All materials that are collected by OCSW collection crews, <br /> • All materials that are collected by a private hauler under contract with OCSW and <br /> • All materials, accepted at and hauled from an OCSW owned or operated Waste and <br /> Recycling Centers, Convenience Center or Transfer Station. <br /> 15 <br />
