Orange County, NC SAPFO <br />INTRODUCTION <br />The Schools Adequate Public Facilities Ordinance and its Memorandrun of <br />Understanding are ordinances and agreements, respectively, Supporting documents are <br />anticipated to be dynamic to incorporate the armual changing conditions of membershp, capacity <br />and student projections that may affect School Capital Investment Plan (CIP) timing. This first <br />formal annual report (the 200.3 report was informal since all parties had not formalized the <br />various documents at that time) will be forthcoming to all of the Schools Adequate Public <br />Facilities Ordinance partners each year as new information is available.. <br />This updated infornration is used; <br />a. Irr the schools capital needs process of the Capital Investment Plan <br />(Process 1) and <br />b. Within elements of the Schools Adequate Public Facilities Ordinance <br />Certificate of Adequate Public Schools (CAPS) spreadsheet system <br />(Process 2), <br />Tlris report and any continents from the Schools Adequate Public Facilities Ordinance <br />partners will be considered each late spring by the Board of County Commissioners at a regular <br />or special meeting. The various elements of the report are then "certified" and formally <br />considered in the process of the upcoming Capital Investment Plan. The Certificate of Adequate <br />Public Schools system is updated after November 15 when data is received from the school <br />districts with actual membership and pre-certified capacity (i,e. CIP or prior joint action <br />changes). <br />The Schools Adequate Public Facilities Ordinance and Memorandum of Understanding <br />have many dynamic aspects and to accomplish the comprehensive Schools Adequate Public <br />Facilities Ordinance, the derivation of the baseline of many variables firlly involved the <br />participation of many boards, committees and elected bodies. <br />The work of these various Boards and Connnittees will continue in file future as a variety <br />of school related issues are fine-tuned. <br />The primary facet of this report includes the creation of mathematical projections for <br />student memberships by school levels (Elementary, Middle and High) and by School Districts <br />(Chapel HilUCarrboro and Orange County).
