2 <br /> Goal 7. Develop and include an equitable comprehensive public engagement process that <br /> effectively includes input by the general public, including groups that historically have <br /> been marginalized, and key interest groups, including the municipal and university <br /> partners, and keeps the public informed and updated on the process. <br /> Goal 8. Ensure all proposed programs and policies are in regulatory compliance with local, <br /> state and federal requirements. <br /> The BOCC awarded the contract to develop the Plan to Gershman, Brickner& Bratton, Inc. (GBB). <br /> The Board provided guidance to staff on the Plan at its February 6, 2024 Business meeting, and <br /> revisions reflecting that guidance have been incorporated. While making the revisions and <br /> reshaping the Plan, staff conducted an audit of material collected in the County's waste stream. <br /> The audit included waste from the Towns of Chapel Hill, Carrboro, Hillsborough and Orange <br /> County. Information obtained from the audit was used to help inform the Plan. <br /> FINANCIAL IMPACT: There is no direct financial impact with approval of the attached Plan. The <br /> financial impact of the implementation of the Plan will be presented as part of the annual budgeting <br /> process. <br /> ALIGNMENT WITH STRATEGIC PLAN: This item supports: <br /> • GOAL 1: ENVIRONMENTAL PROTECTION AND CLIMATE ACTION <br /> OBJECTIVE 1. Identify the priorities and resources necessary to implement the Climate <br /> Action Plan. <br /> OBJECTIVE 3. Improve educational opportunities for County staff and community <br /> members on climate action and available resources to advance climate action projects. <br /> • GOAL 2: HEALTHY COMMUNITY <br /> OBJECTIVE 7. Invest in services and programs that improve the health and quality of life <br /> of the community (e.g., recreation and public open spaces, arts, etc.) <br /> RECOMMENDATION(S): The Manager recommends that the Board approve the attached Solid <br /> Waste Master Plan as revised based on the Board of Commissioners' guidance to staff in February <br /> 2024. <br />
