The requirements of Section 2.8 Zoning Atlas and Unified Development Ordinance <br /> Amendments and 2.9.1 Conditional Districts of the LIDO have been reviewed and that <br /> many of the twenty (20) conditions proposed for Zoning Map Amendment application <br /> MA24-0006 reflect a lack of conformance with the Orange County LIDO and are not a <br /> reasonable amendment to the adopted Zoning Atlas due to due to the potential <br /> impacts upon the quality of life and incompatibility of land uses to surrounding properties, <br /> as required by Sections 2.5 of the Orange County UDO. Specifically, the conditions do <br /> not conform with the standards of the adopted LIDO, which were drafted "...to accomplish <br /> compatible development of the land within Orange County in a manner which will best <br /> promote the health, safety, and general welfare," (Orange County UDO, Section 1.1.4): <br /> b. Pursuant to Sections 1 .1 .5 Statement of Intent - Amendments, and 1.1.7 Conformance <br /> with Adopted Plans of the UDO and to Section 160D-605(a) Governing Board Statement <br /> — Plan Consistency of the North Carolina General Statutes, the Board finds sufficient <br /> documentation within the record denoting that the amendment is inconsistent with the <br /> adopted 2030 Comprehensive Plan. <br /> The amendment, the twenty proposed conditions, and the associated site plan all <br /> challenge Orange County interests in focusing Economic Development in strategic areas, <br /> minimizing environmental impacts from non-residential uses, and promoting the rural <br /> character of most of the county. This use will create a new non-residential use in a largely <br /> rural area and, as an economic development project, does not realize new employment <br /> opportunities for Orange County. <br /> Though the go-kart track use is proposed to be extinguished as a vested right, the <br />
